Established in 2010, K4 Associates, LLC is a center of collaboration for a team of highly skilled industry professionals and key local leaders to conceive, research, design, and advocate for the development of significant commercial and residential projects. K4 represents a consolidation of founder Jeffery Kozero’s previous businesses and today includes K4 Philadelphia, LLC (“K4 Philadelphia”), which is singularly focused on the development of the transformative Liberty on the River mixed-use community.

K4’s other subsidiaries include Three Streams Mid-Atlantic Group, a successful EB-5 regional center; and organizations that provide real estate development, marketing and sales, architecture and design, construction management, insurance restoration, and general and subcontractor services in support of the development of residential, retail, hospitality and commercial real estate projects throughout the United States.

To date, K4 Philadelphia has worked collaboratively with Pennsylvania state and local government officials to secure land development and storm water management approvals, utility upgrades, PennDOT offsite road revies, U.S. Army Corps of Engineers permitting, and other pre-development items for Liberty on the River.

Perhaps most importantly, following mandates from City of Philadelphia and the state of Pennsylvania regarding union work for significant projects, K4 Philadelphia plans to integrate nearly nearly $630 million in union wages and benefits into the economy over the course of the development of Liberty on the River. K4 Philadlphia’s commitment to union involvement – and Liberty on the River’s promise to be a significant stimulus and economic driver for Philadelphia – have eased the negotiation and pricing of construction, and removed many impediments in terms of the timing and scheduling of the project.

In addition to Liberty on the River, K4 Philadelpha is also part of the development team on projects including the Dallas Renaissance Hotel, Brook City Air Force Base and Paramount Miami World Center.

The visionary leader of Liberty on the River is Jeffery B. Kozero, Founder, CEO and Managing Partner of K4 Associates, LLC, which represents Mr. Kozero’s consolidation of multiple, successful companies and partnerships built over many years.  During his more than 35-year career, Mr. Kozero has owned and managed companies that have provided – solely or in partnership with other organizations — development, design and construction-related services for residential and commercial real estate projects totaling more than 10 million constructed square feet, and which are collectively valued at an estimated $2.5 billion.

A graduate of Penn State University with a degree in engineering, Mr. Kozero began his career in 1980 at national architectural and engineering firm Dewberry & Davis.  Mr. Kozero rose to become the leader of its Mid-Atlantic group of offices, overseeing 200 engineers and architects. During his tenure at Dewberry & Davis, Mr. Kozero was involved in the management of numerous projects with construction values of more than $500 million, including the renovation of Wolf Trap Performing Arts Center Theater in Virginia; Hillandale, a 42-acre luxury community in Washington, DC; and more than 3 million square feet of new commercial development for the Mills Corporation.

After leaving Dewberry, Kozero became a partner in Anchor Capital Group and was responsible for the ownership, design, development and construction of projects totaling more than one million square feet. Additionally, in 1988, Mr. Kozero created and became the sole owner of Land Services Group, a full-service design, development, and construction company that subsequently absorbed nine architectural and engineering companies and two construction companies, established 10 offices across the nation, and employed nearly 400 design professionals. Significant Land Services Group projects included the revitalization of infrastructure for 10 of the “Baby Bells;” the design and construction of       more than 900 miles of fiber optics for Quest, Lucent, MCA and other companies; and the design and construction of the fiber optic  connection between Miami and Boston in the CSX right- of way for Bechtel Corporation.

In 1992, Mr. Kozero merged Land Services group with Land Tech, to form Tech Group, where he oversaw development and design projects valued at more than $500 million. Those projects included a Coca-Cola plant in Maryland; the renovation of the historic Browns Hotel in Denver;; Dowser Island in San Francisco; and Steve Wynn’s Sands Hotel & Sands Casino in Las Vegas.

In 2010, Mr. Kozero consolidated his multiple enterprises, including a successful EB-5 regional center, to create K4 Associates, LLC. Mr. Kozero has utilized this platform to focus on his vision for Liberty on the River, and to bring the revolutionary, best-in-class project to reality.


Tom Kelly brings to Liberty on the River more than 50 years of knowledge and leadership experience in a variety of labor/union, construction, and real estate development environments.  He is a results-driven and highly effective leader and communicator who understands how to build and motivate teams, develop and marshal political and regulatory support, and produce optimal results.

He started his career in the labor movement as an apprentice for Philadelphia’s Sheet Metal Workers Union Local 19, and quickly rose through the ranks, becoming president in 1979 and re-elected for seven consecutive terms. In 2002 he was elected General Secretary Treasurer of the Sheet Metal Workers International Association.

During his tenure as president of Local 19, Mr. Kelly served on numerous boards and in positions of leadership, including as chairman of the City of Philadelphia Zoning Board for 10 years — an experience that gave him unique insight and understanding into city and Pennsylvania state development processes.  He also served as vice president of the Philadelphia and Pennsylvania Building Trades; president of Mechanical Trades, District Council of Delaware Valley, and as Vice President of the Philadelphia and Pennsylvania AFL-CIO.  He also served as president of both the Pennsylvania and New Jersey State Councils of the Sheet Metal Workers International Association.

Mr. Kelly returned to Philadelphia in 2006 and launched his own development company, after which he met Jeff Kozero and joined him in developing Liberty on the River.


Bill Keller recently joined the K4 Philadelphia team after serving 26 years in Pennsylvania’s House of Representatives.  First elected in 1993, Rep. Keller represented Pennsylvania’s 184th District, which consists of lower Pennsport, East Pashunk Crossing, Dickinson Narrows, Lower Moyamensing, Whitman, and parts of South Philadelphia, including the Liberty on the River site. During his years in office, Bill served in various positions within the legislative body including as Democratic Chair of the House Transportation Committee and House Labor Committee, and as a member of the State Transportation Commission and the Public Private Transportation Partnership Board.

Prior to being elected to public office, Rep. Keller worked as a longshoreman from 1968 to 1992 and was a member of the International Longshoremen’s Association, Local 1291. Through his history and direct connection with the neighborhood, local unions, and Philadelphia as well as state officials, Rep. Keller brings many important relationships to Liberty on the River.

Barton Partners, Architect – Barton Partners is a dynamic, multi-disciplinary design firm with more than 70 professionals in the firm’s Norristown and Center City Philadelphia offices. Barton Partners offers professional design services throughout the eastern half of the United States, with a concentration in the megalopolis region of the northeast corridor. Principal Seth A. Shapiro, who serves as the director of urban design for the firm, is the primary contact for Liberty on the River.

Stephen G. Pollock, Esquire, Attorney – Mr. Pollock has more than 40 years of legal experience in a broad range of areas including commercial and real estate litigation, municipal land use and development zoning law, and code enforcement matters.  He has served in public roles on a number of Pennsylvania state and Philadelphia city planning commissions and boards. Mr. Pollock is a shareholder at Horn Williamson LLC.
